A memory problem associated with bitmap images stopped the gui from starting
under windows2003 Server.
This is a generic windows problem and could result is crashes when bitmaps
are displayed in dialogs.

WORKAROUND
Create a shortcut and in the properties of that shortcut set the
compatability mode to windows98
