WHAT FORESTRY RESOURCES YIELD

SIR profiles the Victorian Government's Department of Conservation and Natural Resources (CNR) and their system, Forest Resources Information and Yield Regulation (FRIYR) and sees how SIR is helping the environment.

Background

CNR is justifiably proud of the FRIYR system, which was under development for 5 years, and now provides a valuable tool for plantation management in Victoria.

The System

The FRIYR system predicts annual growth, wood yields, costs and financial returns for specified silvicultural and management strategies over a variable planning period.

A large range of alternative strategies can be tested to find the best way to meet the exact requirements of a demanding Management. The system has a number of different aspects which make it a cohesive management tool.

An integrated procedure for plot measurement and data entry ensures verified and validated inventory data. Portable data loggers are an option for plot data recording and entry.

Strategic plans are produced by simulation silviculture and harvest operations. Detailed cutting schedules or tactical plans are produced within the framework of the Strategic Plans.

Cash flows, NPV and IRR are produced for user specified interest rates. The sensitivity of these indicators to changes in costs, royalties and interest rates can also be analysed.

Integrated procedures for forest mapping and area determination using electronic digitising tablets is controlled by user friendly software.

A range of user specified silvicultural regimes and management scenarios can be tested against the policies and objectives of Management. "What if" questions can be answered prior to implementation, to avoid potentially costly mistakes.

Sawlog and roundwood volumes by territorial units of forest are detailed in several reports and graphs.

Over thirty report formats can be produced showing standing volumes, stand histories, management schedules, stand parameters etc. In addition ad-hoc reporting facilities are available using a standard Structured Query Language (SIR/SQL+) interface.

The Sub-systems

FRIYR consists of two fully integrated subsystems, the Management Information System (MIS) and the Decision Support System (DSS).

The MIS provides the means to enter and verify forest data (areas, inventory plots, stand management histories, management schedules, harvesting constraints etc.) and to produce up-to-date resource statements on request to the Users. The MIS also includes a fully detailed assessment procedure for plantation mapping and inventory plot measurement.

The DSS enables planners and managers to calculate the commercial and operational consequences of adopting a range of alternative management, silvicultural or financial strategies.

The entire FRIYR system is very flexible and completely menu driven and provides forest Managers, who may not be computer literate, with a very powerful tool. With a minimum effort the plantation manager can quickly and easily produce a quality management plan.

FRIYR is entirely written using the SIR relational Database Management System. Significant use of PQL was made to make the system user friendly. FORMS and SQL are also used to provide different aspects of the system.

FRIYR has justified its developer's faith as it has now been sold to a number of Forestry Managers throughout Australia. It is a very big system which required substantial resources up front. These resources could be justified by CNR because of the significant efficiencies it introduced and the quality of analysis it provided. However this marketing has been a bonus which has assisted in the system's maintenance.

FRIYR development has significantly depended on the future of SIR. If SIR had been a fly- by-night company that had failed to support its product, then the project would never have been finished. But SIR has been around for almost 20 years now, continuing to meet the demands of researchers around the world. So CNR is, as it has always been, very confident of SIR's long term future.
